Wrong demand definition: 700 Ml/yr is a production goal, largely export-oriented, while the domestic obligation is a separate requirement of at least 1% of fuel supplied at UAE airports to UAE airlines, locally produced, by 2031. Litres is also the wrong unit for ammonia bunkering, which is transacted in tonnes.
