The UAE is the only Gulf state with a published, quantified national hydrogen strategy. The Ministry of Energy and Infrastructure document of July 2023 sets 1.4 mtpa of low-carbon hydrogen by 2031 and attaches infrastructure requirements of 8.7 GW of electrolysis, 15.3 GW of solar PV and about 94 km² of land. Saudi Arabia, Qatar, Kuwait and Bahrain publish no national hydrogen strategy; Oman publishes targets but no locatable strategy document; Morocco publishes a land-allocation offer with no production target.

  • The UAE is the only Gulf state with a published, quantified national hydrogen strategy. The Ministry of Energy and Infrastructure document of July 2023 sets 1.4 mtpa of low-carbon hydrogen by 2031 and attaches infrastructure requirements of 8.7 GW of electrolysis, 15.3 GW of solar PV and about 94 km² of land. Saudi Arabia, Qatar, Kuwait and Bahrain publish no national hydrogen strategy; Oman publishes targets but no locatable strategy document; Morocco publishes a land-allocation offer with no production target.
